Shimmering pixels everywhere...
Anyone else having an issue where it looks like someone puked glitter all over every single "wet" surface that is supposed to be shiny or somewhat reflective? None of the in game options change anything with this, and when walking around or changing the view, a bunch of white dots just blink all over the place. It's ruining the entire experience, because this crap is everywhere in the game.

I've read that elsewhere, and it doesn't do anything for the issue I'm talking about.

What GPU do you have? And do you have the latest drivers installed?

Could be overheating or outdated hardware.

No, it doesn't. The only graphical option that does a damn thing in game is using anything other than FXAA + TAA makes the issue even worse. There's no option that removes it at all.

That's not it at all, and I'm using a GTX 1080. Now I'm beginning to think that it might just be a problem with HDR, and my TV literally won't let me play the game without forcing it on, because it's detecting a game that has it enabled. Turning it off within the game just washes out the picture completely.

I'm having the exact same problem. I had just bought a gtx 1080 and installed it and I've noticed what you are saying. Playing in 4k on an HDR TV. Tested other games and none of them have it other then 1 small room in the witcher 3. Tried testing my old card which was perfectly fine and it had them in resident evil as well. Switched PCI slots and still had them. Might try another monitor and like you said i tried turning off HDR and it was all washed out and stuff.

i have Sapphire VGA R9 380v2 Nitro Dual OC 4GB and had the same issue,i had also updated drivers but still the same...i turned reflections as they suggested to variable and the problem has resolved :D
it hasnt to do with hdr
Also,Capcom must adress and fix the usage of Vram cauze when it loads full,we have frame drops shuttering etc

This is due to aliasing settings, try different aliasing options or forcing in control panel until it goes away. Temperal Anti Aliasing worked for me, on any other setting i get the shimmering spots everywhere.

reflections to variable fixed it for me and lots of other people. I'm pretty sure shadows to an extent are broken though and need a patch. I noticed in one particular area right after the dinner scene when jack is looking for you if you stand in a particular spot in the hall between the kitchen doors and the garage door, just moving your head changes the shadows on the floor and walls.
Same issue here. for me it tends to also happen to shadowy places. shadows just are all grain moving around. it's weird.

Please check the following: (maybe i use not the right word, but i think you understand what i will say)

if your GPU show RGB in FULL, then chose -black level- FULL on your TV

if your GPU show RGB in LIMITED, then chose -black level- LIMITED on your TV

For my it looks like a 'blackcrush' try it out please.

I figured out that for me it's when I have enabled HBAO+. If I set it to SSAO instead, all those annoying moving shadows are gone and the game's shadows and reflections look the proper way they should.

I have a nVidia GPU (GTX 1070) with latest drivers installed but not sure if the issue is exclusive to nVidia hardware, might as well exist with AMD.

HBAO is nvidia's ambient occlusion technique. AMD's is HDAO.
