Report a translation problem
The first step is to unplug all devices from your computer aside from the keyboard, mouse, and any display or sound devices, especially any controllers, USB, Bluetooth, or otherwise, then boot your game.
This occurs because the game is set to lock on to any device it considers as a controller, and use that as it's exclusive input device. Meaning that your keyboard and mouse won't work to control the game if you have/it thinks you have a controller currently connected to your system.
If you are absolutely sure you have no device that should be considered a controller attached to your system, follow these steps:
Open your start menu, and type in the search box "Device Manager"
Open the Device manager
Look on the list for the entry that says "human interface devices", click the arrow beside it
Find the entry that says "HID-compliant game controller", right click it, and click "disable"
Try to load your game, if it still doesn't work, and you have an Xinput controller, you can also try the above steps, but under the "Microsoft common controller for windows class" title.
Remember to re-enable these devices after you are done playing if you want to continue using controllers for any other games on your system.
