Brightness is really weird

There have been some issues with HDR being enabled when it shouldn't, resulting in the game being superdark if your monitor doesn't support it. Check if HDR is on, and if it isn't, it could be BT.709. Try sRGB.

If HDR is on when it shouldn't, try re-installing the latest drivers (clean installation), verify cache on Steam and delete the .ini file in the install folder. That solved it for me.

I'm playing a game, not a pitch black house simulator. I can't play anything if I can't see anything, now can I. Maybe you are Daredevil and can see in pure black, but I cannot.

I'm getting a similar issue like this. After loading the game up the first time after the patch was installed, the brightness has been way too bright for me, even when I put it all the way down, much more than it was before the patch. I'm assuming the HDR settings is involved since it immediately turned on once loading the game up and I had accidently screwed with the settings, but even with it off it still messed up the brightness.

Try the color settings I use sRGB. Also like others said make sure HDR is off.

This is where realism is a bit of a drag. Every damn thing is gray in the dark. :(

RE 0-4 had better contrasts between lit areas and dark ones. This game feels too much like Condemned which just downright depresses me.
