Kaby lake Pentiums have hyperthreading now so that's not as much of an issue as it was with previous gens. They're pretty much slightly less powerful i3's.
Also 4GB is enough to play RE7 with low textures. Maybe even medium. He won't get any stuttering on low.

Also I put a 1060 there but that's only because the prices of 970s on that site were bogus. If you can find a cheaper or possibly second hand 970, you would be better off than with the 1050ti. Also the prices of ram were weird on that site too. You could probably find cheaper elsewhere.
But since i upgraded my CPU and RAM, i can bump the textures to Medium on a 2GB VRAM card without any stuttering whatsoever. I don't know why, but it works. Usually you would need 4 GB VRAM minimum for that.
The game isn't CPU intensive as they said, however, if you want a constant 60 fps. That CPU will hold you back a ♥♥♥♥ ton.
I had an AMD FX-4300 and I was dropping frames during the beginning game's cutscenes. I upgraded to an Intel Core i7-6700K and that fixed the issue.
If you don't really care, that's fine, as long as you're fine with just being able to experience the game.
Also, I might as well note that Resident Evil 7's recommended GPU is a 1060 with 3GB of VRAM. So, to say the least. Almost 80% of your GPU will probably be used just for the game itself.
