Report a translation problem
I had this issue and figured out a solution from a similar thread about Sekiro (I guess "shadow"-titled games have this problem, ha). I think the key for me was a "controller order" problem. Try this:
In Steam Settings-->Controller-->check Generic Gamepad Configuration Support and the box for whatever kind of controller you're using (I'm using wired xb1).
In BPM, go to ST-->Manage Game-->Controller Configuration-->set it to Global.
Make sure you have Steam/BPM Overlay enabled (Steam Settings-->In-Game-->Enable the Steam Overlay while in-game + Use the Big Picture Overlay when using a Steam Input enabled controller...).
Launch the game.
Once you reach the menu screen, open the Steam Overlay (probably LSHIFT + TAB), and then from the overlay, open Controller Options, click Rearrange Controller Order, and make sure the controller you want to use is in the first position. Then, also from the overlay, change configuration support for ST to "Forced Off." Exit and restart the game.
