I suspect you'll need the GoG version of Shadow Tactics, as its a stand alone bin - so does not need Steam to launch (although I have not tried to see if the Steam version of Shadow Tactics will run without Steam being launched first - some games do work, just not all).

If you dont know PortingKit is a Mac compiled version of WINE, which is what Linux users typically use to run Windows software. Valve also use WINE in Steam - called Proton to run games on Linux e.g. The Steam Deck. Its not an exact A to B comparison, WINE has more features, Proton has even more pixie dust sprinkled on it when compared to PortingKit so don't expect Easy Anti Cheat games to suddenly start running etc.
However, they do have a install script for Shadow Gambit The Cursed Crew which is the same Developers, so it seems like its should also be a very similar script for Shadow Tactics:

Although it is for the GoG version.
There is also a Steambuild 32/64bit DXVK which appears to run Steam and says:

PortingKit is open source and free, there is also Crossover which is also WINE, albeit payed for and is more targeted at applications than games, but it may also work.

I tried running Shadow Tactics on Steam via a free application called Whisky. It's akin to CrossOver, but I think CrossOver is definitely a more robust program (since it's paid). The game runs alright; however, there are glitches like missing textures (specifically the characters) and voices are stuttering and/or echoing.
Ultimately, it would be great if the developers update the game to 64-bit. Yes, it's an old title, but there are those who will still find the game appealing.
There is no developer left to change it, as the company dissolved in August 23.
Shadow Gambit was their last game.
