Report a translation problem
I tried playing the game via big picture mode first and with the Steam Controller. This seemed to work well. My next item for testing will be to see if I can get the Xbox 360 controller to work. The steam controller is nice and all but it does not have the second analog stick for controlling camera movement as easily.
I had this issue and figured out a solution from a similar thread about Sekiro (I guess "shadow"-titled games have this problem, ha). I think the key for me was a "controller order" problem. If you're still having trouble, try addressing the "controller order" this way:
In Steam Settings-->Controller-->check Generic Gamepad Configuration Support and the box for whatever kind of controller you're using (I'm using wired xb1).
In BPM, go to ST-->Manage Game-->Controller Configuration-->set it to Global.
Make sure you have Steam/BPM Overlay enabled (Steam Settings-->In-Game-->Enable the Steam Overlay while in-game + Use the Big Picture Overlay when using a Steam Input enabled controller...).
Launch the game.
Once you reach the menu screen, open the Steam Overlay (probably LSHIFT + TAB), and then from the overlay, open Controller Options, click Rearrange Controller Order, and make sure the controller you want to use is in the first position. Then, also from the overlay, change configuration support for ST to "Forced Off." I suspect that ST actually recognizes your controller better with its own in-game gamepad support than when Steam is telling it what to do. Exit and restart the game, and if you're like me, it'll work like magic!

I'm not able to use the Steam Deck controls nor a connected 8BitDo Ultimate controller. It stops working after the "Press any key" prompt.
It worked for a short while in the last few days. The in-game instruction(key legends) would properly show the Gamepad keys to be pressed for each action. When I use my mouse to go into some menu, the Key Legends how the correct ones for a KB+Mouse combo. If it press a button on my controller at this point, the Key Legends show ? symbols, as if it doesn't know which key is assigned.
