Report a translation problem
It seems you have a duplicate control setup in the input settings. Please remap the controls and check to not have the same keys or joystick axis chosen for example for steer and gas/brake.
It's a little bit confusing, there are two Steer settings (for left and right keys) with two options each and there is also a Steer set by default to joystick_0_axis_0. These all work at the same time so please make sure no setting is duplicated. Using the controller does not cancel the other Steer setup.
The same goes for throttle and brake. There are separate Throttle and Brake settings, and then a Throttle/Brake setup for a controller axis (Joystick_0_axis_2 by default). It helps to not use the same joystick both for steering and braking for example.
Unfortunately, the engine I am using does not have a "reset input to default" option, but here is a list of the default input setup (it might help):

As you can see the first set of controls is by default assigned to keys but even if you've changed them to controller buttons or joysticks the second set is still in effect.
It is possible to set the first Brake setting to a joystick axis and have the same one for Steer down on the list, or any other combination. As the game will read all these controls at the same time it will do all actions assigned to the same button/key/joystick, no mater if it's the first setting or the second. So none of the settings should be duplicates.

Either one I assign as "Throtle/Brake", the car goes reverse in manual mode.

For the Xbox 360 controller the triggers are assigned by default to throttle/brake and the setting should be "joystick_0_axis_2" or in your case "joystick_1_axis_2". The triggers are handled by the game engine together as a single joystick axis (axis_2). This is specific to the Unity engine and I have no control over it. That's why I've made a separate (single) setting for both of them: "Throtle/Brake".
Try setting the "Throtle/Brake" input back to "joystick_x_axis_2", if possible. Or you can try to set the individual "Throttle" and "Brake" settings to the triggers, but, in order to not have duplicate controls, you have to set the "Throtle/Brake" input to something different (maybe an axis of a joystick you don't use for the game).
You shouldn't have any duplicate settings for any of the controls in the setup window. If, for example, "Joystick_1_axis_8" appears both for "Throttle" and for "Throtle/Brake" it will create issues. Check the controls list in the above post for reference.

Now, I cannot reassign "joystick_0_axis_2" to Throtle/Brake, as the game reads my Xbox 360 axes like this:

Also individual throtle and brake settings ignore triggers input.
Anyway, if I set them to digital buttons (a, b, x, y) it works fine.

Could find a way around it like that, though. I had remapped everything annoying to numpad, weapons to the left and right buttons on the gamepad (since I can't use triggers for that), acceleration to A, brake to X. Later on I decided to use auto acceleration, since the situations where you actually need to brake are far and few... But when restarting the game the controls had changed to :

As you can see, weapons are no longer bound to the gamepad. If I restart the game and my weapons have suddenly become inactive because the game decided to remap some of the controls by itself, that's gonna be a little bit tedious. The game is rather fun so far, especially once the second league is reached, but that control mess needs fixing.
