Installing the d3dx9_41.dll

Ok my apologies if there is already a solution to this I affirm you I have tried all the ones suggested from steam support and the forums that I have found none of which have helped. The issue started with me not being able to start GSB from the desktop short-cut. After looking up what was going on, updating my drivers, windows, checking screen resolution and anything else suggested I tried to start the game from its folder. This still didn't work but at least gave me a prompt as to why which is that I am missing d3dx9_41.dll. Upon researching this there have been three different websites guranteeing that their download will fix the issue. None have worked so I was hoping someone on here could suggest a site that has worked for them to get the download or some other process that will accomplish please. I have a windows 7 and no I am not a tech savy guy but I am learning.
