If you still find those controls confusing, you can pause the game, enter "Settings", then "Accessibility" and turn "Simplified event tuning" ON to simply activate those events by pressing the right mouse button.

I had to turn on the easy setting in the menu, both because I wasn't sure what I was supposed to do and the mouse icon went on its own across the entire range of the slider, so it obviously isn't a "tuning in" puzzle when you first look at it.
It's horrible seeing something in the game, especially at the start that you feel you can or should be able to interact with, but having no ability to do so (until you turn on the easy mode in the menu, it's not possible). It kind of sets the expected tone for the rest of the game.
I quite like this 'tuning' mechanic now that I know about it. It could have used better prompting the first time though... like others I was watching the prompt itself and wondering why nothing was happening.
