Yes, the guy was shy and unable to confess his feelings to her. There's even a route where he goes to the party and takes her to a walk and she's open minded to be kissed and even consider to become his girlfriend if he'd do it right.
But I think dev made this route just to not demonize girls. He didn't want the guy to be a Mr Nice Guy while the girl be a complete jerk that keeps him close but never cares for him. I think dev just wanted us to think that we also must take responsibility for ourselves, to have attitude and go fight for the girl we love. Or at least give up and look for other girls, as it's shown by Emma who wanted to date him but he kicks her to have a chance with Emily.
This game isn't about friends that lose friendship due to little frequent encounters. It's about a guy that's in love for a girl, that's too shy to fight for her, and that watches she date other guys while he remains alone waiting for her for years.
SHE sees him as a friend. He, the main character, sees her as the love of his life who never let him get close.
