Military Repair Kit quest stuck

I have 3 quests and I must choose to send the neighbor a warm winter, fix the beacon, or fix the recorder and read what it says. In my 2nd loop I used it to fix the beacon. This is my 3rd loop and I am unable to pick any of the 3. No matter if I have the military repair kit in my inventory, on a shelf, or in the workbench, It isnt giving me the option to actually pick any of them, even though all 3 are highlighted by the little lightbulb. Anyone else having a problem?

I got the same but the choice opens up after certain turn. The quest was issued, I think at turn 65 or something but I can only select by turn 70 up to 74.
