It might have multiple spawn locations. I found it in the box at the very beginning of the map, the one just sitting on the ground as you move forward.

Hmm Its possible but mine was where they stated. Or maybe there is more then one drone? What I dont understand is what is the point of this drone it not different then my drone and does all the same things.
Maybe the other characters done have a drone and this gives them one.

Double the daily morale boost (flying it around your immediate area), and can send two out at once for trading/charity/searching. If you're looking after a lot of NPCs, or playing on higher difficulties, it's a huge increase in overall efficiency. Easily one of the best upgrades you can get.

I've found two extra drones at the school, one in a bag in a hallway and the other I don't recall where, so I think there's a chance multiple do spawn unless that was a glitch.

Did you get the card to refresh the loot in the school? Might be why.
