The Microsoft Compatibility Toolkit isn't there anymore.
I've tried all of those fixes. The game runs. I can play any mission. I've just completed the first zero-G mission and travelled to Caprice. All of that works but I can't go into the Graphics menu without the game looking like it crapped itself.

My screen can do 1024x760, but HG2 only lets me play at 640x480
You probably have your screen set for 32 bits per pixel (millions of colors). Set it for 16 bits per pixel (thousands of colors), and all should be well. You do this in the Windows control panel under Display / Settings.
There might be an ini file or config file that is readable with notepad where you can change all the settings simply by editing the config file and saving it.
It will either be in the games install folder somewhere, my documents or AppData in either local or Roaming.
If youre not already aware, youll need to turn on 'show hidden files and folders' before you can see the AppData folder. TO do this click on "view" at the top of a folder/windows explorer and tick 'Hidden Items'. Tick 'File name extensions' while youre at it.
I dont have a copy of HG2 atm, so i cant walk through it with you, only offer the usual problem solving steps that tend to work 99% of the time.

Other that, considering dual booting with Windows 7.
On a negative note, the mouse is very slow and janky in the menus and I still can't access the in-game Graphics menu without the game looking like it puked pink baby food.
Nonetheless, I can now play the game in HD. Unfortunately, I only have 6 or so missions to go in the main campaign. Guess I'll revisit HG2 in the future once my current playthrough is done and do it the whole thing again in a Dark Mamba or a Dark Jaguar along with all of the Historical missions.

Edit: An older game I play (swat 3, checkout videos as per the AI in that game from 99) also uses DgVoodoo as 1 of the many things get it running and one of the issues is a laggy cursor like you mentioned with HG2.

1. On Windows 7, go to the Windows mouse control panel (Control Panel>Hardware&Sound>Devices&Printers>Mouse)
2. Go to "Pointer Options" tab and uncheck "Enhance Pointer Precision"

I think and only going by Swat 3 using the Last Resort mod to select HD resolutions, the issue is that when playing in anything above sub hd resolutions, the menu textures and fonts get rendered at that resolution also.
The problem this creates is that the texture format/file types of the time or their versions at that time, are not optimised for HD+ resolutions leading to lower fps in the menus and even in game when text/UI appears (as with Swat 3).
The Swat 3 Last resort mod allows separate rendering of 3d and text/menu textures to prevent this from being an issue. 3d can be set to 4k, but the font or 2d elements would be set to something like 800x600 (an example - https://youtu.be/2Ew4iZOkK7c?t=123)
Perhaps there is a 2d/font size option within that config file you found?
As far as older games go, I've installed MW4 Vengeance and all of its expansions (Black Knight, IS and Clan Packs) as well as MW4 Mercs. I'm currently playing through Vengeance and have reached the desert map.
Not sure if you play Mechwarrior Online but I do and there's an option to unlock your mech's arms so that you don't experience the "lazy mouse" movement but since there's no such option in Vengeance, it's pretty hard to get used to that janky torso movement.
I was a big fan of the Rainbow 6 games up until Raven Shield. Then, it became less tactical and more shooty-shooty. I've never played SWAT3. I'll check it out. Looks interesting.
