Is it even possible to upgrade tools?

There are no upgrades for tools. You can cook food to make better meals to replenish energy to work longer though.

It was possible before they reworked the game assets during early acess, before the redesing of maps and characters etc... hopefully they are working on it or is a mission going foward in the game, I'm still in spring at this new version. Taking food as the outher person commented helps.
