How do I reload crossbows?

I just got this game, and so far I enjoy it, but when I tried using a crossbow in a fight, it wouldn't let me reload. It just showed me the reload window with the crossbow my scout was using. When I hovered over the weapon and reload, it showed a crossed out symbol on my cursor. Does this mean that I have to use multiple crossbows to actually use it, or do crossbows require ammo unlike bows?

don't click on the weapon - click on your character and it will reload
