Some are designed to deal damage, some aren't. Socii hastati, Iberian auxilaia, and late empire legionarries can deal really good melee damage in the wedge formation, they can essentially be like Wu swordsmen with shields, ranged weapons, but not as "specialized" in close combat. For this reason, it is really up to you to deal the damage, so grab a good weapon. Rome can act as your shield, you can act as the sword.
For some odd reason, many Romans also act as ranged units. Principes and Imperial legionarries are a good example of this. Charged throw, however, is absolutely devastating if it is timed well. It is the only soldier ability that can one-shot generals into the sky.
Rome is pretty balanced, I would not say it is biased. Evocati augusti are the kings of 1v1 as they can litterally counter everyone. They have an anti-archer formation, anti-cavalry formations, ranged attack, and anti infantry formation. While, of course, they don't specialize in killing infantry as much as Wei pikes or Wu pikes, they can still win against any foe if played right.
