struggling on the cooling puzzle

Im not sure if its by design or unintentional, but the fourth valve on the cooling system is missing and I am unable to find it with the Echophone. Still, I'm pretty sure I have the correct sequence for valve turns, but I cant seem to get the cooling system light at the powerbox upstairs to turn on. My current sequence for the cooling system valves is 6-0-2-3, I got to this sequence from the original 5-2-2-2 by finding the torn page of the diary where it says "the water pressure in the 4th conduit must be increased by one full turn of the valve, compensated by an equal reduction of pressure in the second conduit." However I am unable to adjust the 4th valve as it is missing, and the second valve is "completely clogged" according to the note of the 28th of September 'Note to the Entry'. It also says in the same note that "The missing volume of liquid must be fed into the first conduit." So the second valve would have been at 2 turns originally, then it would have been reduced by 1 turn according to the torn diary page, and then the first valve would have been adjusted to compensate for the second valve being clogged: 5-2-2-2 > 5-1-2-3 > 6-0-2-3 which is where I am at now, however it still does not seem to complete the puzzle. Am I doing the puzzle correctly/entering the correct sequence? am I missing something, or is it bugged?

has anyone else come to the same conclusion of 6-0-2-3 as me?
