my config :

on 1080P with g sync activated and everything setting on max excepted the shadows on high, I get between 35 to 43 fps. And sometimes when I run it falls to 28-29 just for a second then it comes back to the average.
Ps : great concept and great EA.

Running at 1360x768 with settings high except shadows to medium and no ssao, v sync on cap to 60fps. I'm getting 30-40fps, 40 being more consistent.

We will be releasing more information on updates over the coming week. We have been working hard to fix the major issues highlighted by the community and have been comparing what we currently offer against other popular titles to ensure that you have the options you expect from a modern game.
As part of our development we tend not to run the game in Steam as it takes a long time to build a packaged version and upload it to Steam. Instead we have the ability to run the game and develop it in UE4 which allows us to iterate faster and deliver the best game we can to you.

Please don't judge the devs by playing a game. Everyone deserve free time and as long as you don't see them playing 24/7 you shouldn't judge because of them playing. I mean why aren't you working instead of trying to play this game huh?

Top screens: This used the settings set by the game as default, all on Ultra.
Second screens are using the settingst I set the game to. Medium and I still have low fps in game. There's no reason why I can't run this game maxed out. I have more demanding games that I can.

Firstly, we're sorry to hear that you didn't achieve the framerate you were hoping for. On your updated settings, we see you're getting an average of ~33fps, and we've been aiming to provide at least 30fps, so that's positive.
Thanks for posting your benchmarking results and system configuration as well - it's really helps us understand where we should be targeting our optimisation efforts.
I did a little bit of research, and it seems that your graphics card, the R9 270, is somewhere in between a GTX660 and a GTX660TI for performance. On our Steam store page, we list the minimum requirements for The Other 99 as a GTX660, so we would expect the game to run ok on lowest settings. We targeted that card as a minimum on launch, to allow people with mid-range cards from the last 4 years to play our game(GTX660 released August 2012, we launched August 2016), and to keep us inline with other games coming out around the time, such as Battlefield 1 (GTX660 minimum), Doom (GTX670 minimum), and Hitman (GTX660 minimum).
A couple of extra things to note with regard to optimisation of The Other 99 are that firstly, we are an Unreal Engine 4 game, and UE4 typically performs slightly worse on AMD cards than Nvidia cards, which might lead to you needing slightly lower settings for your R9 270. Secondly, we are a small indie team, and so when we spend time doing optimisation, development of bug fixes and additional content effectively stops. While we want the game to run as well as possible for as many people as possible, we have to weigh that optimisation time up against bug fixes and implementation of new features, so we are unlikely to reach the level of optimisation that these 100+ person teams achieve on AAA titles. We do, however, try to include performance improvements in each major patch, and have achieved significant improvements since our launch last August - we will continue to add these optimisations going forward.
I hope all this makes sense, and helps explain the performance you are seeing in The Other 99.

Sorry to hear you're still having issues, and that you weren't able to obtain a refund.
When you were testing different settings, did you try with a lower screen resolution, or with a lowered Resolution Scale? Both of these can make a considerable difference to performance in game, so may help further.
It would be really useful to know what specific settings you are using for your custom settings tests? Have you changed anything other than the Quality Pack?
We are also playing around with a few potential optimisations for V0.6, but unfortunately nothing is guaranteed to be included in that patch at the moment.

As for my video card, it's OC and has 2GB of RAM and plays lots of other game without issue. I have a 23" 1930x1080p Monitor. This game can't be any more demanding than Metro 2033, LL, Armored Warfare, Miscreated, DayZ, to name 100's of other games I have, that are resource extensive, due to the lack of graphic details this game has.
You mentioned Hitman but not what version. I have almost all of them and play them all maxed out if the game allows it. When I purchases The Metro games, all I had then was an MSI HD 5750 and it played on high settngs without issues. Yet many with better cards & systems had issues. I upgraded to a 6750 and still didn't have any issues. Not to add, I can play FC: Primal without issues as well. I can even play Crisis 3 on Ultra with a few minor adjustments but, to tell me it play on Low, I really shouldn't have to. That seems to be a common suggestion.
I'm gonna hold off for a bit to see what happens with V0.6 and maybe reinstall it then and try.
