Did you find any good mods that you could recommend? I'm just starting out too.
Oh, if anyone does have the Steam version of Torch1 and knows how to install mods to the steam file system pls let me know, thanks.
In your Torchlight folder you have shortcut to Application Data. Go there and find "runic games/torchlight/mods". Every mod you have should be unziped there. So, you put your (unziped) folder in mods folder and thats it.
For example, my path to MerchantPack folder is:
C:\Users\<username>\AppData\Roaming\runic games\torchlight\mods\MerchantPack
Thanks Ogisha. That's how it's usually done, and that what I do for any other game including Torchlight 2, but with the Steam version of Torchlight and with Windows 7 my folder location looks like this:
C:\Program Files (x86)\Steam\SteamApps\common\torchlight\Pak
The Pak folder itself is compressed/zipped for some reason and includes only a Media folder which has tons of other folders like quests, sets, graphs, layouts, etc. The compressed Pak folder is 303Mb in size.
So, I need to unzip my downloaded Torchlight 1 mods into that compressed folder somehow I assume and that's where I'm sort of lost/worried. Not sure exactly how unzipping my mod into a compressed folder will work and which folder I should actually put it in.

AppData is hidden so you should enable hidden folders view.
I have win7 and steam Torch1 too, my steam path is same as yours (besides Pak folder, i have more folders there), but it's irrelevant for mods. This steps above worked with me for every mod...
Finally found it thanks to you. The files were hidden since I hadn't changed the options to show hidden files yet on this PC.
To get to your AppData folder all you need to do is to press the Windows key to bring the Start menu (or Start screen on Win8) then enter "%appdata%" (with no quotation marks, but make sure to include the % signs) to the search field and press Enter. This works on Vista/7/8.
Yes, very true. If it hasn't been done by now, I doubt that it will be ever done. It was somewhat of a headache for me since I was new to Steam. But once I knew how thanks to the help these guys gave me, it wasn't that bad to manually install mods. Quite a few games I play don't have workshop so it's pretty common.
But again, you're right that it would make it so much easier with Workshop.
