This sort of thing happens sometimes. When it does, I will usually continue on to other floors and come back to the problem area later, and the enemy will finally appear.
The other option is to just start a new character, since the one you are on is fairly new.
I have had the problem for a long time and just continued. and now i'm back to the problem.
Also, I hope you don't have a portal on that floor. A portal there would keep the floor from resetting. Make sure there are no portals on any of those floors that precede the first Waypoint.
I'm sorry this is happening for you. You've been missing out on fame and xp points that you would get from all the following quests provided by that npc. His quests do not affect the story, but they allow you to gain points more quickly.
yeah, in a hardcore play you can use all the fame and exp you can get, so that sucks.
but all the time I have reset the quest, uninstall and so on, have been with no portals.
I have allways been in the town when I have tried to reset the floor.
OP's literally in the wrong area looking for a boss that's gonna be in the MINES underneath Torchlight, you know the first dungeon you go through starting out!
