Possible to upgrade weapons?

Saw something about "glancing blows" in the tooltips, which I get sometimes. Currently dual wielding 2x pistols. I'm level 11 and one of them is a blue quality with nice perks but only requires level 2. I haven't wanted to swap out that weapon because of it's perks and nothing else does more damage, but the "glancing blow" thing got me wondering.

Any advice on this is appreciated, as a newbie.

I always interpreted this as a fumble. I know that on TL2, fumbles are decreased by increasing Dexterity or improving your weapon/gear/getting better stats. The same is likely true on TL1.

I think glancing blow means you're either missing or doing little damage. If I recall you should be upgrading your weapons fairly often in Torchlight otherwise you'll start to have DPS issues.
