The stealth is balanced around not having a ranged attack. Payday 2 had pagers, we have melee only.
It would also ether create a meta, or the 'stelf or lawd' flappery Payday 2 has. If the supressed weapon is as good as the unsupressed at killing, then it is objectively better, and you would be gimping yourself to use anything but. If it ISN'T as good at killing, as to make up for it being supressed, then you wonder if you should bring it on missions you can stealth in, and you will consider restarting/leaving because your weapons are too crap for loud.
I just can't think of any positive aspects of adding supressors. Looking cool, sounding better, and that kind of thing I file under 'aesthetics', and consider too subjective to be relevant to my rationale.
I think this would actually be a reasonable workaround if balanced right. Ultimately the benefit of a silencer is clearly worth it in balance to a pistol you can't fire while being sneaky. However I have seen these being fired and loaded singularly between shots and just ignoring the magazine. I think this could be a reasonable balance if so, on the one hand you've got a silenced pistol that fires once per reload which would be very useful, but not overpowered in stealth, as you can kill an enemy that might be looking at you, but you can't clean up the mess or deal with anybody who might see it quickly and on the other hand, if it goes loud, you've got a pretty poor secondary but the benefit in stealth makes it worth the risk in loud.
