So the game is still unfinished but they have plans for the DLC already?
Oh boy, here i was thinking that this game could actually become a decent game....
I don't see how DLC (which probably hasn't been started yet) that is seperate from the main campaign and doesn't effect it what-so-ever could somehow make the game less decent. Whistleblower was a great addition and the main game still feels complete without it. It was basically the same story from a different perspective and I suspect Excommunication will be something similar.

I'm guess it's just something they have on the back burner. We need to remember that
a) The information could have been a mistake
b) The DLC could get cancelled
c) Outlast II comes out this fall so they are already a good chunk of the way through development.
d) Whistleblower was already being worked on when the first game was nearing completion
As for your argument of using the DLC ideas in the main game, that wouldn't make sense from a logical or buisness standpoint. That would be like patchworking two different stories together, besides it seems like having a DLC chapter that shows the game from a new perspective is going to become a series tradition.
