Fastest way to have a permanent mount is buying the cheapest pack, 3 bucks. And you get a hornscute which is more than enough.

You have quests in-game taking you to the events, including a mini-game called "wargame" where you can fight 6 bosses. After you beat those 6 bosses, you get a 80% speed mount as a reward.
