Anyone know how to make it sink in Explore mode?

When you reach the wheelhouse, you are given 3 options for the speed of the sinking. They are (supposedly) activated by pressing 1,2,or 3. Except pressing those buttons does nothing. Anyone have a solution?

My goal is to explore the whole ship AS it's sinking and not have to worry about escaping the level.

Go down one deck to C Deck. The Purser's office is to your left. Go into the office and take a key with the 'E' key (they're all the same; you can only take one.) Go up to the Boat Deck and forward to the port side of the bridge. You can now use the 'E' key to enter and choose the rate of sinking.

Yes, I can GET THERE, the issue is that when I go in to choose the rate of sinking, nothing happens. No cutscene, no action, just nothing. It's still a sunny day.

That's been my experience, too, nothing visible happens. Pressing the desired number starts the sinking at the rate you choose, but you won't see anything except below deck. I usually return to Scotland Road and watch the water rise. It's a bit more forgiving than Escape Mode: you can stay ahead of the rising lever easily. Sadly, nothing happens on deck, and of course it should be night.

Remember to press the 1 2 or 3 NUMBER keys, and you MUST stand as close as possible to the sign with the sinking speeds on it! I recommend using Speed 2 (Medium) if you want to explore while its sinking.
