Issue: .NET Framework Error code: 0x80070002 [SOLVED]

I had this game installed on my old PC, no issues but now that I come to install it on my new one, I'm running into a problem.
It says I need to install .NET Framework 3.5 and has an Install prompt, so I click Install and it gets partway through the process before stopping, telling me the system cannot find the file specified and giving me that error code.
I tried looking online for a solution but all of the tutorials are either outdated or don't fix the issue - Does anyone know how I can resolve this?

UPDATE: I did some troubleshooting with my friend and we found a solution online.
I had a usb stick with a copy of Windows 10 on which I plugged in but I believe it would also work for a Windows 10 installation CD.
I opened up a command prompt window in administrator and pasted in the following

DISM /Online /Enable-Feature /FeatureName:NetFx3 /Source:e:\sources\sxs /All /LimitAccess

Note that Source:e is used because the usb stick was in my E: Drive but it depends on your PC. Hopefully nobody else has this issue as it was a real headache to fix but if you do encounter it, maybe this solution will help.
