Before Monokuma arrived, she was essentially running the show during the school trip. She made the rules, she dictated the policies, and she was the authority for (presumably) the rest of the proceedings.
Once Monokuma showed up, she had nearly all of her powers stripped (save for her ability to defeat the Monobeasts) and pretty much became a simple bystander to the goings-on. She was reduced from an active role to mostly a "commentary" based one. She even drew ire and disdain from the students, despite still trying to work to their best interests, even attempting to be inspirational at times.
Spike Chunsoft made the right move in keeping her role to the "small doses" variety once she was transformed into Monomi. Her sickeningly sweet demeanor would've been pretty tough for me to stomach had she been an integral character with many scenes and lines of dialog.
