In anime, when someone's nose bleeds, it's usually because they are seeing something perverted (like panties), or thinking of something perverted. Teruteru's a pervert, so of course his nose would bleed at the thought/sight of perverted stuff.

Never saw that detail in other animes though, but now that you mention it I emember that gag a little bit
