Really!? I think Mukuro would definitely have a valid argument with that statement.
That said, wasn't it fake Makoto who said all of this in the final trial? If so, we have to take everything he says with a gain of salt; Junko is rarely ever completely straight with her answers.
And of course, there's the question as to how anyone could copulate with Junko's smashed up body in the first place. But that's an entirely different discussion over how "real" the executions we see are.
Ignoring that Junko has murdered in the past, DR3 punches a hole in this theory: All of the kids were literally hypnotised and forced into following her every will, rather than having Junko prey on their insecurities. It's a ham-fisted and underwhelming explanation, but there you go.
