He won't appear if you didn't have the first freetime event with him.

Well, I advise continuing on until he appears, if you still can't have it with him, there's always Island Mode too.

If you didn't talk to him in the first free time you can't talk to him for the rest of the story

I can talk to him but never gain his Hope Fragment and report card.

If you must talk to Nagito, you can redo the chapter. If youd prefer not to do that, you can wait for the "school mode" you unlock after
