Don't pry into it. Don't go to the Danganronpa wiki, just let the game tell you what it wants to tell you when you're supposed to know. You'll understand when you get to the right part of the game.
Maybe it actually takes place at the same time of Danganronpa 1? You'll have to find out yourself by playing it.
Thats all you need to know, its not specified for a reason.
I can concur that DR2 is an entry in the mainline Danganronpa series and not an alternate universe or "what if" scenario.
There is the DRIf section.
... which is an unlockable bonus once you've completed DR2 proper. Despite being included in the package, it is decidedly not the mainline DR2 game which I'm sure is what the OP was inquiring about :-)
