Monokuma doll glitch?

I am having trouble getting the fourth monokuma doll in the first chapter, I know he is suppose to be in the old office building but when ever I go there he seems to not be there. ( I am going there when I am in the first chapter ). Is there a specific time I need to go there because he just isnt there at all for me. I can link screen caps if needed

If memory serves, you should be able to get this one during the investigation phase of Chapter 1.

Hmmm I have tried during the investigation before and it was not there...

It could be there as you're exploring the old building after Byakuya completes his security scan of you right before the party starts.
