Chinese subtitles are missing

I bought this game to play it with Chinese subtitles (with my friends who don't speak any English). However, after purchase, it turns out that the Chinese subtitles are nowhere to be seen. Anyone knows how to fix this problem? I feel cheated on cause on the main page of Trigger Happy Havoc here on Steam, it is written that there are Chinese subtitles. If I can't turn on the subtitles then it's money wasted for me. Please help me resolve this problem.

Right click the game in your library, then go to properties, then language. It's in there
