Kinda dumb question, but why is text slightly blurry?

One thing I don't understand is why the text in this game is slightly blurry. As in, you can see little artifacts or something on the text instead of it being perfectly clear. As if the text itself was art that was upscaled or something. Why is that?

I would assume the text is not rendered on the fly so it's likely the same text from the vita version blown up to a 1080p monitor.

It's a bitmap font and the developers didn't read the whitepaper from valve about how to do sharp fonts.
