Is that normal it is not full audio?
Somtimes the character just mumble without actually finishing the whole line of dialogue, but sometimes do, is this the feature of the game?

Yeah, it's kinda unique to this game. The only fully voice acted moments are the class trials or whenever there's artwork that shows action (e.g. When Mondo was holding Monokuma in the prologue). The other times they just say a bunch of voice clips that match the character's mood for the situation.

This game was not originally voiced. When it was ported to the PSVita they added limited voice acting (doubt they had the budget for 100% voice acting).

Uhh, no, the game *did* have voice acting in its original PSP version. With the PSVita port they took the original voice acting the game had as well. No voice acting was added except in School Mode.

Hmm, maybe I'm think of english VA but I'm pretty sure I'd seen LPs with none.

They probably just removed the voices altogether. The original Japanese game had voice acting, and when they brought the game over to Ameria they gave it an English dub.
