Nah. She has her own fan club and supporters. Monokuma is separate.
If you want to make the argument that they're the same person, fair enough. But that person identifies the avatar as male when piloting Monokuma, so he's still not applicable to best girl unless you're being rude about it. (I have no issue with people who want to make the "it" designation because Monokuma is a robot and doesn't have an actual gender, but if you're going with binary gender pronouns, it's polite to stick with the one he uses).
Hina is just cute. Besides, after the first chapter, I had to choose another waifu. I picked Hina and hoped she wouldn't die. I was so glad when I realized she wouldn't die. Although I have to admit after some time I realized I was blind to realize Kyoko was best girl all along.
I see Monokuma as an extension of her, another one of her personas if you will. Whether those different personas, especially monokuma, can be considered as different entities from herself, I wouldn't really know. And of course, I wasn't trying to be rude about gender, I just never really thought of Monokuma as either male or female; that was an oversight on my end though since the character does explicitly identify as a male.
