PC or PS Vita?

Just a disclaimer: I have every video game system in the last 23 years. Should I get this game for PS Vita or for PC? Is this game a good game that needs to be portable?

It depends on your tastes, some prefer to play this on the go in which case, Vita would be the best, but if you want to play it more on the big screen per say, PC would be better.

There're no different between the two in term of in-game contents. With PS vita you can play anywhere and convenient. A PC has other advantage such as better resolution and trading card system (in case you play on steam).

All about which port you prefer the most. As long as you're playing the latest edition on handheld, you'll have all the extra content. A PS4 release is also coming soon, but still same deal as other ports. And as Nut said, PC would come with Steam features, but no difference on the game itself.
