Unable to Destroy Farm Bushes - Meadow Farm

I have read that many people are able to destroy farm bushes by having a copper ax (or better, I assume). However I have upgraded to steel and I am still unable to destroy these bushes. I'd like to do some really pretty landscaping, so I'm a bit bummed out. I am using the Meadow farm.

I am not so sure! I've seen videos with people doing this for years back. Perhaps it's a mod?
