Change to Fishing Fish Quality on Perfect Catch or Bug?

I've noticed with the new patch getting a perfect catch doesn't always increase the fish quality? Its been happening with Regular Fish, where I'll get a perfect catch but it's still Regular not Silver? I hadn't played in about 6 months so maybe I'm remembering wrong but I coulda sworn you always get 1 quality tier higher with a Perfect Catch

With low Fishing skill level (and in low tier fishing zones) you don't get Gold tier by default so there's nothing to boost to Iridium w/ Perfect catch.

Don't use Training Rod. Fishing w/ default bamboo pole in Mountain lake is, on average, as hard while giving you, on average, better catch of better quality AND precious skill experience just fine.

I'm not using Training Rod, I'm using the Bamboo Pole. I also use Mountain Lake exclusively in the first few days.
I'm getting regular Tier, not Silver Tier, with perfect catches. That's the problem, hence the bug report post

One more question. Which exact fishing spot at which cast range?
Right small island with single pine tree, east from place where Sebastian is having a smoke usually.
Casting southwards (aiming southwards from there for a log submerged in the water) tends to provide at least Gold tier fish even with Bamboo rod and effective skill level of 4. I did got few Silver from there after failing to make a Perfect catch though.
As fishing zones got overhauled and exact changes were not disclosed anywhere _yet_, more trial and error might be necessary.

Fishing attempts made from any bridges, including impromptu bridges between Mountain lake islands, tend to provide really ♥♥♥♥♥♥ results nowadays even with high skill level.
