In other words, chance to have at least one proposal to have kids with base 5% and 20 days of trying is never 100%.
And unless there's some hidden mechanics which would allow to force 100% proposal, base 5% chance will NEVER translate into 100% over any remotely achieveable span of time.
That's how probabilities work, unfortunately.

Thank you for trying to help, but I actually wanted someone to look into that or confirm they got pregnant after latest release, not making a dummy out of me to check what I checked multiple times already, and explain how probability works.

There probably should be a method of enabling "Use Legacy Randomization" option for existing save for a month or two. Just to... hmmmmmmmm, how should I call it... let you strenghten your dynasty with heirs, if speaking in Crusader Kings II style.
Quick googling yielded nothing - but mod/editor/instruction how to do so will appear eventually. Sometimes new RNG pisses people beyond measure...

The Web says that there might be antique game logics mishap where the house might count as "messy" while it's not - which might prevent children from appearing.

No idea how it might be applicable to your particular case.
But it's worth trying to... hmmmm... de-decorate the house.
NPCs are slightly better at navigating around things - but old logics related to considering house "messy" might still be inact (and cause problems)...
