Stuck at 27/28 people greeted...
Currently stuck at 27/28 people greeted on the introduction quest. The only ??? on my social tab is the wizard. Everyone else has their names filled in, so I've met them already.

Is this a known bug? If so, is there any solution or way to force the quest to complete?

Okay... literally just ran into Elliot. I had already talked to him before, but for some reason I had to talk to him again. Weird. Also didn't get a reward.
