Feast of Winter Star - Tool Bar/Mayor Lewis BUG`

I'm in my first year of Stardew and on the event of the Feast of the Winter Star, when I got to the town square I'm not able to access my tool bar or to give my gift.

The toolbar that houses my items doesn't even show up. So I have no way to hold my item (the gift) and give it to the person. My secret person to give a gift to is Mayor Lewis. Since I can't access the gift, I tried to talk to him. However, I wasn't prompted to give a gift. He says something along the lines of "It's the season of giving".

I tried talking to him again (after the first time) and I'm unable to. The little conversation box icon (text bubble thing) that show when you approach someone, is faded out.

I'm not sure what to do.

I've tried restarting the game 4 times. Made sure my game was updated and made sure the files were validated. I also tried locking my toolbar in the settings for the game. The only thing I haven't done is uninstall and reinstall the game because I'm not sure if I will lose my game files.

What is supposed to happen is you talk to the person and then the game prompts you with "Give gift?" When you say yes, the tool bar opens and you select your gift to give the person. I've never had Lewis as the recipient, so I can't say what happened.

Also, before uninstalling/reinstalling the game, you could try validating your files in Steam first. NOTE: Uninstalling the game will not delete your save files unless you physically delete them from your computer's steam folder.
