Even though I "planted" the seeds and my seed count reduced by one, the seeds never actually appeared on the soil. They just disappeared with the sound of a failed watering attempt.
Sometimes I can plant them. Many times I cannot. There is no rhyme or reason to it. Just non-game-mechanic luck, I suppose. I found rearranging the amount of seeds in my stack and planting onto non-fertilized hoed soil helped sometimes.
Here's hoping it will get more notice. Really unfortunate since they are in theory some of the most profitable crops, but definitely not with so many dud seeds.
These users have has the same problem on consol and PC:

What season are you planting in? Starfruit seeds only plant in summer, otherwise they disappear.
