I didn't get the Good Neighbors Achievement?

I've looked up the questline and it's definitely looping rewards and requests and stuff but I never got credit for completing it? What do I need to do?

I got the achievement when the 8th pup appeared. It takes 10 requests or so, I think. Some of the requests were repeats.

You get the achievement one week after fullfilling the 8th request when you enter the foret again.
