I started a new game, and hoe'd a pair of carrot seeds out of the first artifact spot I found.
But, several more, and I didn't find any more. It might also depend on what screen, IIRC, I found mine in the forest south of the farm.
They are not really particularly valuable, though. Only 35g for normal quality, it looks to be more of a new game thing, unless it's used in new cooking recipes.
Looking back on it, kinda wish I had saved mine until I had a seedmaker.
Got about 20-30 seeds during my first spring.
Did u notice that the "new seeds" digging spots are a bit diffrent from normal digging spots? The normal spots reminds me of some sort of earthworms and the seed spots are more like windy grass :D. So maybe u overlooked them?
edit: They are different I saw a 'worm' spot and a more plant looking spot next to each other on the beach, so the new seeds have unique dig spots apparently
