He stated he would be doing a lot of background work to make modding easier. . . he's never said he would go forward with Workshop as the community modding has no intention of having to reupload and reowkr their existing mods.
The point is that mod creators for the game are already established on other sites. Many of them have revenue streams based on their works. CA (as an independent developer) is keenly aware of how difficult it is to make money as an independent coder. He's not going to cut off their revenue streams, even if it would make it more convenient for Steam users.
