missing crafting recipes (and cutscenes) (spoilers)

i completed a couple quests (pam's request for potato juice, and recently, willy's request for bug meat) and never got the associated cutscenes (annoying - i dig those), nor did i get the benefits that completing those missions earns me: i don't have the fishing tv channel, and, more frustrating/worrisome, i didn't get the recipe for the quality bobber, which i would need to be able to make in order to craft every item.
thoughts on how to fix that?

Did you go visit them? Pretty sure you have to do that, it doesn't just trigger anywhere. i oftentimes get them a little later, sometimes alot later.

Sometimes the scenes require a certain amount of hearts, weather, or a time of day. Took me forever to trigger some for townsfolk myself.
