I read somewhere that your child can become teens now in stardew valley? is that true?

No idea where you heard this, but vanilla children are still stuck at stage 4, aka Toddler. There is a mod called "The Farmer's Children (LittleNPC)" that brings your kids to Vincent's and Jas' age.
There's also an additional mod for "Always Raining in the Valley", but that one is tied to Sterling, a custom NPC for Sunberry Village (migrated from East Scarp) and not compatible with "The Farmer's Children".
