Can the crop fairy effect regrowing crops?

Ex: say I have strawberries harvested and in the "regrowth" phase, but I also have a newly-planted set of seeds elsewhere. Does this guarantee the fairy will land on the seeds?

no. fairy can land on any non-'wild seeds' crops that arent full grown. full grown being harvestable so the regrowth phase can still be selected to get the crop fairy event
